I don't think you'll be able to transfer between an AE and EU based account no. There are cross-border restrictions in place that limit that to specific locales: https://stripe.com/docs/connect/account-capabilities#transfers-cross-border

And a Payment Intent won't facilitate moving funds from one Stripe balance to another. It collects funds from an external payment source (i.e. card)
