It says, if we "don’t approve or decline the authorization within 2 seconds Stripe uses your default settings to approve or decline " Our default settings are to decline.

According to what I'm seeing here this Event was successfully delivered to your server and we got a response back from you about it.

Ah, I see. What I need is something related to the specific authorization you didn't get the Event for.

Do you have the Issuing Authorization ID?

The one that starts with iauth_?

We never got the issuing_authorization.request nor the issuing_authorization.created events. If Stripe declined the charge we should have got the issuing_authorization_created event at least.

I wonder if the merchant accepted the card numbers but never actually charged the card yet?

Ahh, so this merchant doesn't charge the card until I approve their example sticker they they will email me. They must have just done some sort of simple card verification.
