is it ok if i don't pass in the value and let the stripe do the job? the accountant has already set up stripe tax

it says

If not provided, we will use the tax code from the provided product param. If neither tax_code nor product is provided, we will use the default tax code from your Tax Settings.

so if that's the behaviour that you want then you can not pass an explicit tax_code yes
