What's the usecase here exactly?

If you already have the billing address stored on the PaymentMethod attached to a customer then yes you can establish country and region from that. However, not sure what the usecase is here

I create customers via API and set their billing address (country, city, street, etc) then when users try to purchase a subscription I create the payment via API, but I want the country/region to be set automatically with the one you have defined in your account

Ah I see. I don't think that's something you can prefill unfortunately.

As far as I know, country is pre-populated by Checkout using geolocation
