How did you apply the Terminal Configuration you mentioned above to this location? Do you have the ID of the specific Terminal Configuration you want applied to this specific location (it starts with tmc_)?

One other thing: since it doesn't seem like you have a configuration specific to this location you may want to retrieve your default configuration and make sure it's what you expect.
