I have not configured this anywhere. I am trying in development/sandbox mode, so I assumed it would be mocked by default

Do I need to link my Google Pay and Apple Pay accounts in stripe console somehwere first?

No you don't. You just need logged in with your Google Pay/Apple Pay in supported browsers (i..e., Chrome and / or Safari)
