Correct, so in my case using the payment method specified in a previous successful setup intent to start a subscription

The easiest way is to use a card that requires authentication every time. Then, the customer will successfully authenticate when setting up the card. But when you try to charge it off-session, it will fail (because the customer is not present to authenticate). You can use one of the test cards: https://stripe.com/docs/testing#authentication-and-setup
