that there is no way to create custom/express (both types give same error) accounts?
Depends, I'm not sure about much of this but seems accounts can be given access to that. Appears yours hasn't

That's the inherent by nature of Express/Custom accounts

Does this mean they switched my account type to custom/express instead of giving me access to create them?
Sounds like they just made your account a platform, as opposed to enabling additional account types for UAE
