The only scenario I could think of is if the connect account is connecting to a platform that is an extension or has special permissions to disable platform controls

Are there any country or region limitations that would affect this? The connected account I experienced this with is based in Spain.

There shouldn't be any country/region limitations as far as I'm aware - can you share that account ID so I can do a quick check?

It looks like this account was created directly on stripe, using the dashboard, rather than following a Oauth link to create the account

#

This is then an "existing" account that doesn't get those platform controls
