Yes because recently US banks started to adopt 3DS. Support team would be able to provide more information on that but it's what I heard!

It's always better to comply to 3DS and it would help your business in the long run

we have flow like this
buyer -> make offer
seller -> accept offer and we make payment from buyers customer obj

is it good to have 3dsecure authoraziation at time of making offer and later on the action seller takes we can charge or leave the transaction or modify transcation amount

but later on upon any action we will dont need an 3dsecure authorazation again, right ?

Yes, it's better to have 3DS early on, to make sure the buyer payment method is valid
