So the customer would need to reach out to their bank to ask why they are passing along that decline code.

Sometimes issuers do use the expired_card decline code when a card has been stolen or reported lost.

But overall this is not something we control -- we just relay what the bank tells us here.

Then the solution will be that the client communicates with the bank and it solves the problem. Doesn't it have to do with the implementation of the stripe gateway?

Yeah overall the solution is for the customer to talk to their bank. If you are seeing this decline at a very high rate then you can reach out to our Support team with full details and they can do some decline analysis to see if anything jumps out from our end. I have a case in which a client tried 2 times with the same card, this error happened the first attempt and then it happened correctly

Yep that is just the bank being strange.

Like I said we don't control any of this.

The bank decides whether to authorize or decline, then we relay that decision to you.
