Yup a card can be used as a payout method - and yes, a connected account could JUST have a card payout

When you use Express, you can add a debit card directly as part of onboarding, there's the option in the UI to either enter a bank account or a debit card

debit card is for Instant Payouts and it's only supported in a few countries like the US for USD Payouts

I would need a lot more details than this to help you. What country is the account created in? What country is the platform in? Which currency are you using to add a bank account or debit card?

The account is created in the UK, but I don't seem to have an option to change it to US

Instant Payouts is USD only, so if you do EUR, it's bank account only. https://stripe.com/docs/connect/instant-payouts
