I see in stripe's message that Payment succeeded as shown in the image above, and in magento 2 order has also been generated invoice capture

That must be for a different payment, I'm looking at the Dashboard page for the payment you shared and there's no reference to a refund

So I'd guess that it was done by the Magento admin UI? Not sure, but it definitely wasn't automatically initiated by us

oh , thanks , as far as stripe v2.7.1 can tell me more about webhooks that might affect this , if created manually it will be very difficult as the time to create order and refund almost overlap

I'm afraid we know nothing about the Magento plugin here. It'd depend on what webhooks you have configured I guess
