Request 3DS if 3D Secure is supported for card rule is enabled. Since 4242 supports 3DS and your rule requested to perform 3DS, 3DS was triggered and led to the PI status to be in requires_action

It depends on your business risk requirements.

If you wish to have 3DS on all cards that support 3DS, then the rule will be Request 3DS if 3D Secure is supported for card
If you want to have minimal user friction with having authentication when required, then the rule will be Request 3DS if 3D Secure is required for card
