I think i'm close to this I just need to figure out how to say 'Quebec Province from Canada'

You might need to use postal codes then. I'm not entirely sure how that would look for Canada, as we don't really handle Radar questions via this channel (though we try to help where we can). I would work with our support folks: https://support.stripe.com/contact
