The customer can upgrade the subscription plan on customer portal right, The price should have tax included during checkout

I have added tax rate inside the products, I want to use this Tax rate on customer portal while customer is upgrading the product/subscription

I checked and it's not possible at the moment, unfortunately. There's some limitations to updating prices with different tax behaviour: https://stripe.com/docs/customer-management#customer-portal-limitations

Yes you can't assign a Tax Rate to a Product/Price, they exist at the Subscription level: https://stripe.com/docs/billing/taxes/collect-taxes?tax-calculation=tax-rates
