That's correct, it was decided to not go forward with the Orders v2 API.
The recommended integration path is to use Payment Element and take advantage of the new Tax API if you were looking to use Orders v2 for its Tax purposes

Yes there are no plans to fully deprecate the legacy Orders API at this point. You would receive communication if that was the case.
