I don't think you can set a default country for phone field specifically.
You could try setting allowed countries to see if that helps

I have set allowedCountry to only Finland, still there is a whole list of allowed phone numbers there, and defaults to US numbers

but since im selling only inside of Finland, i would like to default to finnish numbers

I don't think that's something that we currently support. However, I am happy to file a feature request for this.
