One quick thing to check: did you connect to the reader using your Android's bluetooth settings? That will actually prevent the reader from being discovered, so you would need to have your device forget it if so

I can look in to troubleshooting beyond that but that one comes up a lot

I didn't connect to it via bluetooth settings. I even tried discovering devices with bluetooth being turned on and off in the settings. In both cases the behavior was the same
