Ah okay looks like you are using Auto Tax but have unspecified tax_behavior on that Price which doesn't work with upgrading via Customer Portal. Can you update the Price to specify a tax_behavior that aligns with the same tax_behavior of whatever Prices you want to allow for the upgrade? You can see we call out here (https://stripe.com/docs/customer-management#customer-portal-limitations) that Customer Portal is a bit finicky in terms of upgrading with auto tax
