So it looks like using bacs_debit SetupIntent on connected account is a feature only available for some accounts.
To try to get access to that feature (assuming you are eligible), you need to contact Stripe support https://support.stripe.com/contact

We are a billing provider who have an API integration with yourselves for card payments, and recently one of our customers has requested that they wish to use Direct Debit (UK) payments via Stripe and our own billing engine (Billingbooth).
I've spent some time over the last couple of days looking at the documentation and generally playing in Test Mode to try and get a direct debit mandate added to a test customer, but have found your API is rejecting our SetupIntents.
I spoke to one of your support staff this morning and they have informed me that whilst we're eligible to take Direct Debit payments, there is a separate requirement for adding Direct Debit mandates via SetupIntents.
What do we need to do to get this enabled on our account?
We already have direct integration with GoCardless, so understand the Direct Debit process well.
Our account name is "Voicebooth", our Account ID is acct_103uzb2DytZCeXL4 and our login email address is accounts@voicebooth.com

In terms of getting started using setup intents to save direct debit information for future off session payments, I've attached links below that look into this in great detail.

Some users have to fulfil additional identity verification steps in order to enable direct debits as a payment method on their account. You can check this out on your Dashboard by attempting to enable (or disable and re-enable) BACS or SEPA payments from the payment methods page.

If you do have further questions pertaining to account specific information, I would have to ask that you lodge a ticket from our support site while logged into your relevant Stripe account as the email address you've contacted me from isn't associated with the account ID you kindly provided.
I appreciate that the extra step may be a pain but Stripe takes our user's data privacy incredibly seriously and this just is a method to enforce our privacy policies.
