Option 1 you can't do, as you saw
option 2 is a possibility but unless you are using Stripe billing you would need to track this yourself

so, is there no way I can add balance or credit to a payment link, as line item (just like how I would add a product)?

A payment link is not customer specific

#

So I don't think that will fit your use case
