So to clarify, you set up the card for future use off-session via a SetupIntent
Then when you go to charge it you get an "auth required" decline?
hi, nothing to do with the charge, so the error happens earlier, not during a payment attempt, earlier during the setup intent
i guess because we asked for a 3DS challenge up front, so that the client in theory does not get challenged later
its for a monthly payment setup
I have a specific user this happened to, if we end up going in depth

Yep it is fine to share those IDs here. They can't be actioned without your secret key so they aren't sensitive

Basically, no. We don't really have much insight into what happened on the issuer's 3DS challenge.
It may be classified as a 3DS failure but i didn't get a chance to do a 3ds, so yeah, what happened
it was almost an instant failure, almost as if the Bank blocked me, however they confirmed i am not blocked

Yep seems like a rate limit thing from the issuer.
But like I said we don't really get much info so you are best off asking the issuer about it directly

i tried a card load today still failed, you reckon a weekly rate limit could be in effect??
Really can't say. Sure sounds like it, but only the issuer would know.
