This doesn't sounds like manual payout.

Anyway the Manual Payment option is available in Dashboard https://dashboard.stripe.com/payments, you just need to click on the '+ create payment' button.

Note that depends on your account country, the Manual payment may not be available in your account.

Looks like your role doesn't have permission to create a payment. You should check with your admin.
