I mean I can only filter by "created" and not by "available_on"

For accounting/bookeping I need to retrieve "available" balance affecting transaction for certain period (month).

Yes that's correct. If you need more filtering options, then that's something that you'll have to do on your end.

For example: list all BalanceTransactions, and then do the filtering on your end.

I understand. But how can I be sure that I have all balance affecting transaction for month? Since I also do not possibility to retrieve available balance amount for timestamp.

I'm not sure I follow. If you list all BalanceTransactions, then you get all BalanceTransactions.

I don't know, sorry. I would recommend to check your BalanceTransaction history to get an idea.

So the only way to get list of transaction for period (with initical/final balances) is via Dashboard/Report?

No way to get it via API and be sure to have all the data collected.

The other option is to list transaction for a specific Payout: https://stripe.com/docs/expand/use-cases#charges-in-payout
