Once the account country is set, it can't be updated. You may create a new connected account with the correct country and re-onboard the connected account

It depends on the type of accounts you're onboarding I believe. The hosted UI collects terms agreement for all but custom accounts

When I generated foreign country account, I had to put the code below to check recipient agreement.
What code should I add to check the account is accepted SSA?

There's no parameter for that
