What's the rule? And what payment are you thinking it should apply to?

Our rule is:
Block if :total_charges_per_customer_hourly: > 5
And we think the rule will help prevent spam attempts and cart testing attempts

That makes sense if you aren't creating a new Customer each time a payment is created. Do you have an example Customer that has had more than 5 attempts per hour since the rule has been updated?

We have a few that the rule would apply to. It looks like we do not have any customers on our Stripe account. It looks like we receive balance recharge from the users, but no customer account is created for them in Stripe. I suspect we have to change the attributes to email maybe
