We have a Stripe Billing account in CAN that manages our subscriptions.

But for users in Spain, we would like to charge them using a Stripe Payments account in Spain.

Is it possible to establish this connection?

You can have a platform in Canada with a Standard Connected Account in Spain, yes.

Would Stripe billing be requested by Stripe billing, through connect and executed locally in Spain?

You can either handle the two accounts separately or you can use Stripe Connect to control everything through your platform
