In stripe checkout (initial subscription) there is a link at the bottom to enter bank details manually - but no such link here

This is expected in test mode. In live mode users will enter their payment details instead.
That's what I thought, but then I tested it in production and the same behavior occurs:
Hey! Taking over for my colleague. I don't understand what you mean by "same behavior"? I don't see the link the were referring to in the test screenshot.
When creating a billing portal session, the bank account tab does not have the ability to "Enter bank details manually instead" (first screenshot), whereas the stripe checkout page does (second screenshot). Third screenshot is to show that the same behavior exists in production vs. test environment (as they stated that this was due to the test environment).

Both. First screenshot is test mode, Third screenshot is live mode.
Sorry but I can't understand your issue here exactly. You are not able to find your bank in live mode or what?
Not all banks are able to be found in the prepopulated dropdown list. I would like my users to be able to enter bank details manually as well. While this works in the stripe checkout page (stripe.checkout.sessions.create) it doesn't display on the billing portal (stripe.billingPortal.sessions.create).
Can you share with me what bank account you can't find ? and I'll submit a feedback about this to the dedicated team.
I'm sure there are very many - I just tried to find a small regional bank and cannot "SouthernTrust" - to be clear, though I'm not asking for an integration to be created, but merely wondering why I cannot enter bank details manually via this method.
We are relying on the billing portal so that users can manage their subscriptions (change payment methods, etc.) and while their inability to enter bank details manually isn't a huge issue, it is an issue.

I'll submit a feedback too, about giving the ability to the customer can't manually enter the bank details in customer portal.
