ok, I am trying trtying to fetch tax amount for product of amount 100, I tried multiple customer addresses from my local API but it always return 0 tax. So I tried to calculate it from stripe dashboard. I did this transaction from stripe tax setting page at bottom stripe shell is there, from there I did this transaction.

That error is seemingly a bug, that will be triaged and fixed by the product team in due course
Let's try and understand why your API requests aren't returning the tax amount the expect. Can you share one of the req_xxx IDs that return zero tax?

check this request ID it is giving inclusiveTax and exclusiveTax amount as 0.

The reason that there is no tax due is because you don't have an active tax registration for that jurisdiction: https://stripe.com/docs/tax/zero-tax#not-registered

You need to add your tax registrations in test mode, yes. The link here explains it: https://stripe.com/docs/tax/registering#add-a-registration
We only calculate tax in areas you have told us you are liable to pay tax in. It is your responsibility to maintain your account tax registrations
