So you should only need requestPayerName to force billing address. That said, I don't think that fully solves your issue.

So yeah if you don't want to deal with the potential for confirming name then you would need to collect the necessary address (like country/postal) outside of Payment Request Button

I think the only other option to consider would be to collect shipping address instead

But that might add more friction overall
