Looking at the Event
So that Event looks to be in live mode but the platform is only connected in test mode.
So that is why it wasn't sent to the platform
You would need to connect the platform in live mode via OAuth if you want the platform to also receive live events here from that Connected Account

We have been connected in production for several months if I correctly understand what you are telling me
I don't think that's accurate for the Event you provided me.
I only see one platform connected to the account where that payout.created event lives and the platform is connected in test mode

No that endpoint will never receive events from that account. It will only receive events from the Connected Accounts
Your direct endpoint (type: Account) is what you use to receive events from your platform account
