If you wish to test the payout process to your personal bank account, you'd to have an account in live mode and set your personal bank account as the payout account.

You may use test bank account to test payout process in test mode: https://stripe.com/docs/connect/testing#payouts.

It's not possible to test payout to your personal bank account in test mode.

What do you mean? If you test payout with test account in test mode, it's expected the live mode to be the same
