Nope, you can use them in Test mode as long as your device/browser are configured for them and you are testing with https://
so my browser is blocking them

That is necessary for Apple Pay but not for Google Pay
well google pay is also blocked for some reason

Okay so that means your browser is not set up for Google Pay
If you are going to do a lot of testing you night want to try setting up the Google testing card suite: https://developers.google.com/pay/api/web/guides/resources/test-card-suite
That's what I did for my browser testing and it works really well
