For express/standard accounts, you can update all information until that account has started to go through Connect Onboarding.... Did that account started the onboarding ?

Yes the account is onboarded. The status on stripe dashboard is "Finished" with the folling note "We have received the necessary information from the part of this account for its full integration on Stripe. It is able to accept payments and receive transfers."

You can't update some of field once the onboarding is finished, you may want to create a new Connected Account for this.
