Stripe Connect offers multiple connected account creations. Could you explain what these users are for?

Every connected account has its own account. Depend on the connected account type chosen, they have different access level to the Dashboard. I'm not too sure what you mean by virtual account here.

It's possible to not having connected account aware of Stripe and its connected account if Custom connected account is used.

Who is responsible for performing KYC procedures when using Stripe?
You can use Stripe hosted onboarding page to complete KYC, or collect them on your own then submit to Stripe.
