Thanks @peak vector however that page points to using Stripe Tax, which as I mentioned, we are trying to work out if we can avoid using for our super simple use case.

I'm afraid that will not be possible on the Payment Link as the Tax Rate will be set during Payment Link creation and it can't dynamically added determine by the customer's country. It will always include Tax Rate once it's set to Payment Link
