Basically, there are two types of webhook at stripe: account and connect. You have account webhooks on your platform account so you will only get events for things that happen directly on that account https://stripe.com/docs/connect/webhooks

You will want to create a connect webhook on your platform account. That will receive these events for connected accounts

Where are you seeing the expected post date to be the 17th? I see 2023-04-13 14:20:06 on my end.
