that balance was applied to the invoice for that Subscription and the amount that needed to be paid is $0, that's why the Subscription automatically became active
I have made user balance 0, then I created an subscription on customer and still it is active

sorry, my bad, actually what happened was that the amounts were too small, so the amount got applied to the customer balance instead.
