Yep - it's a new rail similar to ACH that is being rolled out at big banks: https://www.theclearinghouse.org/payment-systems/rtp

Is there support for instant payouts to US bank accounts?

The cost for an RTP payment is usually a couple cents, similar to ACH - so the percentage based cost of the instant payout via debit card is hard for us to swallow
