Can you write into support (https://support.stripe.com/contact) so they can escalate to the radar team and take a closer look? When we try this in testmode on our end we see prepaid cards being blocked as expected for the same flow, so it's possible you're hitting a weird obscure bug or your account is in a weird state and they can look
