not really no, mostly cleaning up is easier for you when looking at the Dashboard, but definitely not expected/required

if a page was bookmarked though then theoretically a user could try and checkout on an old payment intent sometime way in the future
and it could succeed

like go to a checkout page bookmark it, not add a payment method. go back to the bookmark in 3 months time, add payment method and pay

That's really up to you here. You own the page in this case, you decide if you want to let someone come back 3 months later and pay. Most websites expire their "cart" in their system
