is this valid for the shipping address as well? whereas I will need to specifically exclude locations that I couldn't ship to?

so radar would let me block payment from certain states but the address element would still be displaying those states? or as you said I would need to capture address on my side and supplement payment restrictions with radar?

Sorry if I wasn't clear, but I suggested two different workarounds:

Don't use the address element, and create your own form that display only the states you want
Or use the address element, and block payments in the states you don't support with Radar
