So I can see the description you added to the transfer but that does not get propagated to the Payment object which is what the Express Account sees in their Dashboard

That phrase does not make sense to me. It looks like you are using a Separate Charge & Transfers funds flow so you would just add the metadata to the Transfer when you create it.
