I have, I want to confirm whether the charges are transferred to the account we pass in for on_behalf_of or if it transfers to our platform account

No those are not transferred until you create a transfer. Funds settle in the settlement currency in the of the connected account's country. So your platform account would have a balance in the currency that the charge settles in
