Um I have been looking around but haven't found any effective way to block a certain issuer TBH
I would suggest reaching out to Support, they might have experiences with similar asks in the past
As a developer, I would try to look at the PaymentMethod details in backend, and probably place a safe guard to block it on your own server logic
