Radar rules apply pretty much uniformly across all charges. Are you asking if you can apply rules only to direct charges?

I did a direct charge to my custom connect using a incorrect cvc test card, and it did not trigger radar

I don't think you can test Radar CVC rules that way. You would need to enable the Radar rule in live mode and then use a test card 4000000000000101 to trigger a failed charge because of an invalid CVC.

Radar rules are also only dashboard configurable, and direct charges use the rules of the connected account, which custom accounts cannot figure since they have no dashboard. That's one of the reasons this is not a recommended charge flow.
