Unfortunately we cannot advise on the requirements for Stripe Apps reviews here. I would recommend reaching out to Support to get your concerns routed to the correct team.
I do have an email into the apps review team but so far unanswered. I've just now sent a follow up. However, maybe I can re-phrase my question: Is there a Permission I can request that would allow me to accept terms and conditions on behalf of a connected account?

One last little thing: fwiw, the Stripe Apps rejection email says "if you have any questions, reply to this email or contact Stripe on Discord" with a link to this very channel.
Yeah... We can help with some issues with the actual App but the review process rules are a bit more out of our territory
