we are using this property for only when platform account country is different than charity account country, and for the rest of the transactions we don't use it, so this was causing higher cost for every transactions

so you saying that enabling this for every transaction will ok. isn't it ?

It depends on your exact design, but I would say yes you can use destination charges for every transaction, unless you are having a particular issue...
