Hmm not sure as I don't know if enabling issuing in testmode would also enable it for live mode OR not.
Are you trying to test issuing by calling the API?

Just to make sure I am on the same page, as issuing transactions are different than the normal payments

If you don't have issuing enabled, there won't be any transactions for issuing either.

it is not test mode, I do my API calls on production with the real user. If he has this transaction will I get this transaction via API?

Is this for a Stripe Connect scenario? Are you trying to access this as a platform?

I'm not sure about answer, we have dev account, and any stripe user can use our app for read their data in stripe(and do smth with data)

Assuming they connect their stripe account to your platform account before being able to read their data, that's Stripe Connect.
I think Stripe Connect <> Issuing has a separate onboarding flow so I don't think you'd be able to see this before you setup Issuing for connect.

However, I'm not 100% certain on that so would recommend talking to our support team as they can look into this and provide a concrete answer
